I just encountered this problem by downloading a program I probably shouldnt have. I first used etrust pestpatrol 5 to find Windows Police and remove it. It took several tries before it stopped showing up.
Next, I noticed that every program I tried to open would give 3 error messages. I rebooted into safe mode and went into C:\WINDOWS and removed every file that was created recently INCLUDING one called desote.exe . I did the same for C:\WINDOWS\TEMP and Program files.
Finally, I went into Regedit (it allowed me to get in…maybe its cuz I deleted desote.exe in safe mode) and saw that in HKLM/Software/classes/exefile, the Default value had desote.exe”%1″%* instead of only “%1″%*. I renamed it appropriately, and voila. Doesn’t look like the problem is still here.
